Financing
The creation and maintenance of the Human Rights Institute constitutes a strategic decision of the University of Deusto, adopted in full coherence with its ideology and its mission of service to society through the promotion of Justice, of which human rights are an essential component. Thus, the University assumes the costs of setting up and operating the Institute which are not financed from other sources and guarantees its permanence.
Nevertheless, at present, a great part of the financing of the Institute is thanks to collaboration with the competent public institutions in the matter of human rights, to competitive projects obtained by the team of the Institute itself, or even to private donations. Also, the official postgraduate degrees that the Institute undertakes also contribute a part, albeit comparatively limited, of its total income.
With respect to the public institutions that finance several of the Institute's activities by direct agreement, these are as follows:
a) The European Commission, through the Department of Humanitarian Aid (ECHO)
b) The Basque Government, through two of its main departments:
* The Department of Human Rights
* The Department of Development Cooperation
c) The Pluralism and Coexistence Foundation, a public foundation assigned to the Ministry of Justice of the Government of Spain
d) The Provincial Government of Gipuzkoa, via its Directorate of Cooperation of Human Rights and Equality.
e) The Provincial Government of Bizkaia, through the Directorate General of Equality and Citizen Rights
As regards projects obtained in competitive calls , the Institute receives economic funds through diverse programs of the following institutions:
1. The European Commission, through the Directorate General of Education and Culture or the Main directorate of research
2. The Spanish Government, through the Ministry of Science and Innovation
3. The Basque Government, through the Department of Education, Universities and Research
4. The Spanish Agency of International Development Cooperation (AECID), an autonomus organisation of the Ministry for Foreign Affairs and Cooperation
5. The Ford Foundation
Finally, sometimes the Institute applies to competitive calls for financing in partnership with other universities or social organisations. This has occurred, for example, with respect to the Alboan Foundation, the “Hegoa” Institute of Studies on International Cooperation and Development or the Ellacuría Foundation
