With over 15 years of experience in international development, Paula is a thought leader in the field of monitoring and evaluation of climate change, resilience and sustainable development. She offers extensive experience in working with majorinstitutions and decision-makers at international, national, and sub-national levels. Her expertise combines a strong understanding of the synergies between environmental impacts and system's resilience, mix-methods technical skills withmore than ten years’ experience designing and implementing large-scale theorybasedM&E systems and evaluation synthesis. Evaluating the linkages and synergies between climate change adaptation and the 2030 Agenda is fundamental in her work. She has lead the evaluation of multidisciplinary long and short term projects, programmes and strategies funded by the World Bank, ADB, DFID and others. Silva has developed M&E frameworks systems and frameworks for large programmes including BRACED, the Africa Risk Capacity (ARC) and the PSNP in Ethiopia. She is also an associate professor with the Deusto University where she is responsible for the results-based management module at the MA in Humanitarian Aid.
